Fatimah Halim

Founder & Executive Director

Fatimah Halim is a writer, facilitator, and visionary dedicated to the spiritual, emotional, and cultural development of women and youth. With over three decades of experience designing and leading Rites of Passage programs, she has created transformative initiatives such as Blueprint for Womanhood, S.O.N.S., and Journey Home: An Arts Experience for Incarcerated Women. Her work emphasizes empowerment, self-discovery, and cultural pride.

At Blueprint for Womanhood, Fatimah provides the foundational vision and Rites of Passage framework that guides the curriculum and culture of the program. She continues to expand the program’s impact globally—leading educational trips to Ghana and presenting at SIAS International University in China—ensuring each of our girls steps boldly into the sacred space of Black womanhood with confidence, clarity, and purpose.

Jocelyn “Jae” Toney

Chief Operating Officer

Jae is a 2-time HBCU graduate with a master’s degree in Africana Women’s Studies, an educator, and a liberation coach committed to helping Black girls and women reconnect with themselves through empowerment, self-awareness, and holistic wellness. Her work explores how trauma—particularly sexual violence—shapes Black women’s relationships with themselves.

At Blueprint for Womanhood, Jae leads curriculum development and community partnerships, integrating trauma-informed strategies and culturally rooted guidance. She creates spaces where girls build confidence, self-awareness, and a strong sense of identity, while bringing her passion for liberation, joyful learning, and intentional living into every program experience.

Stacia Holmes

Special Projects & Events Coordinator

Stacia Holmes brings over twenty years of experience in youth development, cultural enrichment, and program leadership. Her background includes managing recreational facilities, youth enrichment programs, and federally funded prevention initiatives, giving her expertise in programming, operations, and community engagement.

As Special Projects and Events Coordinator at Blueprint for Womanhood, Stacia leads fundraising and mission-driven events, creating meaningful experiences that empower our girls, deepen community engagement, and support the program’s growth and sustainability.

Davena Levon

Human Resources

Davena Levon, known as Sister Davena, is a community-centered leader passionate about creating inclusive spaces where Black youth feel seen and empowered. Born and raised in Phoenix, her experiences navigating spaces as the only Black girl fuel her dedication to culturally grounded programs that support identity and personal growth.

From 2018 to 2022, Davena served as Administrative Director of Fight for Life No Excuses, managing operations, building community partnerships, and advancing the organization’s mission. At Blueprint for Womanhood, she brings her operational expertise, mentorship, and deep community ties to ensure every girl in our care has the guidance, support, and resources to thrive.
